The article provides an interpretation of some aspects of the theory of New Institutionalism by applying four theoretical factors relevant to Colombia and applicable to intelligence. Amy Zegart identified these factors as: interest groups, the type of secret work performed by intelligence, external affairs (as affected by presidential power) and bureaucratic interconnections. Which of the four factors favor(s) the design and evolution of a strategic and independent civil intelligence which could engage in foreign policy formulation and implementation? A negative response can be anticipated due to the complexity of the environment in which the interest groups act, the secrecy of the function, the nature of executive power, and the lack of articulation between civilian intelligence and counterpart organizations. However, viable alternatives do exist for the development of civilian intelligence as an independent consultative body that addresses the emerging challenges of Strategic Intelligence (IE) and foreign policy. El artículo presenta un avance parcial de los factores claves de la teoría del nuevo institucionalismo con la aplicación de cuatro factores planteados por Amy Zegart: los grupos de interés, el tipo de trabajo secreto de la inteligencia, los asuntos externos –potestad presidencial– y la interconexión burocrática. ¿Qué factores de los cuatro favorecen el diseño y la evolución de una inteligencia civil estratégica e independiente, partícipe en la política exterior? Se puede anticipar una respuesta negativa debido a la complejidad del entorno en el que actúan los grupos de interés, el caracter secreto de la función, la influencia del poder Ejecutivo y la ausencia de articulación de la inteligencia civil con organismos homólogos. Sin embargo, existen –aún sin consolidarse– alternativas factibles para el desarrollo de una inteligencia civil, con un cuerpo consultivo independiente que atienda los desafíos emergentes de la Inteligencia Estratégica (IE) y la política exterior.
