The article analyzes the situation of Venezuela with respect to the American Convention on Human Rights in the framework of the case Alfredo José Chirinos Salamanca and others vs. Venezuela before the Inter-American Court of Human Rights. Based on the existence of two authorities claiming the international representation of Venezuela, and with different positions on the inter-american system for the protection of human rights, the article examines the jurisdiction of the Court to decide whether a State is party to the American Convention and if it can resolve a dispute related to its jurisdiction that is based on the validity or not of the deposit of ratification of the Convention before the General Secretariat of the Organization of American States.El artículo analiza la situación de Venezuela con respecto a la Convención Americana de Derechos Humanos en el marco del caso Alfredo José Chirinos Salamanca y otros vs. Venezuela ante la Corte Interamericana de Derechos Humanos (Corte IDH). A partir de la existencia de dos autoridades con reclamo de la representación internacional de Venezuela, y con distintas posiciones sobre el sistema interamericano de protección de derechos humanos, examina la competencia de la Corte para resolver si un Estado es parte de la Convención Americana y si puede resolver una disputa relativa a su jurisdicción que tiene como base la validez o no del depósito de ratificación de la Convención ante la Secretaría General de la Organización de los Estados Americanos.
