In the comparative normative horizon of the 21st century, the transferring of categories, essential and practical principles from the classical, constitutional world to the economically defenseless Latin American countries raises excruciating reconsiderations (just sketched here on the complex case of Mexico). The "pure" normative technique describes them poorly and resolves them in an even worse way. The distance between rule and reality, the tension -so perceptively analyzed by the Spanish legal treatise writer, García Pelayo- between the trinitarian elements (legal, democratic, social) of the democratic, social rule of law demands scientific creativity and wise political volition. The situation of the international financial institutions, particularly since 1945, and still more since 1989, adds paradoxical hues to this "trinitarian tension".En el horizonte normativo comparado del siglo XXI, el trasvase de categorías, principios esenciales y prácticas del mundo constitucional clásico a los económicamente inermes países latinoamericanos, plantea revisiones desgarradoras (aquí sólo esbozadas a partir del complejo caso de México). La "pura" técnica normativa mal las describe y peor las resuelve. La distancia entre regla y realidad, la tensión -tan lúcidamente analizada por el tratadista español García Pelayo- entre los elementos trinitarios (jurídico, democrático y social) del Estado democrático y social de derecho exige creatividad científica y sabia voluntad política. La coyuntura de las instituciones financieras internacionales, particularmente desde 1945 y aún más desde 1989, añade matices paradójicos a esta "tensión trinitaria".
