DescriptionIn this article I will analyse the mechanisms of direct democracy present in our constitutional history. I hereby review the introduction and improvement of the referendum mechanism at a community level as of 1990 and the legislative apathy in the regulation of non-binding consultation. this study concludes with a reflection regarding the potential use of the mechanism and its inception in a representative type political and administrative system.en-US
DescriptionEl artículo examina los mecanismos de democracia directa presentes en nuestra historia constitucional. en su análisis revisa la introducción y perfeccionamiento del mecanismo plebiscitario en el nivel comunal a partir de 1990 y la desidia legislativa en la regulación de las consultas no vinculantes. Concluye el estudio con una reflexión acerca del potencial uso del mecanismo y su inserción en un sistema político y administrativo de carácter representativo.es-ES
