This paper describes the restrictions that foreigners have to exercise the suffrage. In particular, with respect to the European and Latin American States and the Argentine provinces, the scope of the right to elect political office for those who do not have the nationality of the State in which they reside is detailed. Likewise, and from a more conceptual point of view, the case of the right to elect foreigners is inscribed within the problematic overlapping between citizens' rights and human rights, diagnosed by Hannah Arendt and Giorgio Agamben.En el presente trabajo se realiza una descripción de las limitaciones que tienen los extranjeros para ejercer el sufragio. En particular se detallan, respecto de los Estados europeos, latinoamericanos y las provincias argentinas, los alcances del derecho a elegir cargos políticos que tienen quienes no tienen la nacionalidad del Estado en que residen. Asimismo, y desde un plano más conceptual, se inscribe el caso del derecho a elegir de los extranjeros, dentro del problemático solapamiento entre derechos ciudadanos y derechos del hombre, diagnosticado por Hannah Arendt y Giorgio Agamben.
