El 18 de diciembre de 2006, la Ue adoptó una nueva regulación sobre sustancias químicas (reach: "Registro, evaluación y autorización de Sustancias químicas"). ella fue concebida para conseguir que las empresas químicas hagan públicos los datos de seguridad para la salud humana y el medio ambiente de las sustancias que producen en más de una tonelada, para así identificar y sustituir las sustancias químicas peligrosas, y para incrementar la competitividad de la industria química europea. Para las aproximadamente 3.000 sustancias de "elevado riesgo" se introducirá un sistema de autorización previa y de obligación de presentar un plan de sustitución. el presente artículo analiza los aspectos más relevantes de este nuevo Reglamento y pone de manifiesto sus debilidades en determinados aspectos. On 18 December 2006, the eU adopted a new regulation regarding chemical substances (reach: "Registration, evaluation and authorisation of Chemicals"). this regulation was conceived so that the chemical companies disclosed information regarding safety both for human health and the environment of the substances they are producing and that go beyond one ton, in order to identify and substitute hazardous chemicals and also to increase competition within the european chemical industry. Regarding the approximately 3,000 "high risk" substances a previous authorisation system will be introduced and an obligation system to present a substitution plan. the present article analyses the most relevant aspects of these new Regulations and shows their weakness in certain aspects.
